PGOM AND NEDA MIMAROPA SUCCESSFULLY CONDUCT CAPACITY-BUILDING TRAINING FOR PROJECT DEVELOPMENT
The Provincial Government of Occidental Mindoro (PGOM), under the leadership of Governor Eduardo B. Gadiano, in partnership with the National Economic and Development Authority (NEDA) MIMAROPA, organized a five-day capacity-building training titled “Enhancing Skills in Project Development and Feasibility Study Formulation” from March 31 to April 4, 2025, in Sablayan, Occidental Mindoro. This initiative was part of PGOM’s continued efforts to strengthen the capacity of provincial government employees in preparing project proposals aimed at enhancing investment programming, as well as

ACCOMPLISHMENT HIGHLIGHTS FOR PPDO DIVISIONS
The Provincial Planning and Development Office (PPDO) serves as the forefront agency for the Provincial Government of Occidental Mindoro, responsible for crafting and refining development plans and policies in accordance with the mandates of the Local Government Code of 1991. Over time, the PPDO, functioning as the technical extension of the provincial government, has played a pivotal role in fostering the effective implementation of diverse programs and projects within the province of Occidental Mindoro. GAD FOCAL POINT SYSTEM / GENDER MAINSTREAMING
One of the essential elements in GAD Planning and Budgeting to enable effective planning and implementation of sectoral programs are providing capability building Program on GAD-related laws and commitments to GFPS Members/Technical Working Group, and PGOM personnel. The Gender Sensitivity Trainings (GSTs) have been an integral part of GAD advocacy as a mechanism to increase awareness among PGOM employees, trainings should be included but shall not be limited to gender mainstreaming, gender analysis and gender- responsive planning and budgeting, and

What is PPDO?
The Provincial Planning and Development Office (PPDO) serves as the planning and technical arm of the provincial government. Its main role is to prepare and coordinate the province’s development plans, investment programs, and policies; evaluate and monitor projects; maintain socio-economic data; and ensure that local development initiatives are aligned with national priorities. It also provides technical assistance to municipalities and facilitates coordination among government agencies, stakeholders, and the community to achieve sustainable and inclusive provincial growth.
- Formulate integrated economic, social, physical, and other development plans and policies for consideration of the local government development council.
- Conduct continuing studies, researches, and training programs, necessary to evolve plans and programs for implementation.
- Monitor and evaluate the implementation of the different programs, projects,and activities in the local government unit (LGU) concerned in accordance with the approved development plan.
- Analyze the income and expenditure patterns and formulate and recommend fiscal plans and policies for consideration of the finance committee of the LGU concerned.
- Promote people participation in development planning within the LGU concerned.
- Exercise supervision and control over the secretariat of the local development council.
- Preparation and implementation of the Provincial Development Fund programs/projects.
- Preparation of the Annual Accomplishment Report of the Province.
Occidental Mindoro PPDO is an Organization handled by competent, people-oriented, committed, pro-active, and innovative staff equipped with updated capabilities to generate and utilize a vast array of information and technology to propose to stakeholders appropriate socio-economic, physical, cultural, and environmental development frameworks and able to work harmoniously with other local and national government functionaries towards the provincial government’s mandate.
