The Provincial Planning and Development Office (PPDO) serves as the forefront agency for the Provincial Government of Occidental Mindoro, responsible for crafting and refining development plans and policies in accordance with the mandates of the Local Government Code of 1991. To promote statistical awareness and literacy, the division actively participated in the National Statistics Month Celebration, contributing to the province’s data-driven development initiatives. The division collaborated with the Department of Science and Technology – Provincial Science and Technology Office (DOST-PSTO) for Research and Development (R&D) activities and industry development programs on August 23, 2024, and October 8-10, 2024.
As part of its data management responsibilities, the section updated and maintained the Socio- Economic Profile and the Provincial Gender and Development (GAD) Database, ensuring the accuracy and relevance of key provincial data.
Participation in Development and Conservation Programs The division contributed to environmental sustainability by participating in the Conservation and Rehabilitation of Aquatic Resources for Livelihood Sustainability (CORALS) Program, promoting marine biodiversity conservation and livelihood sustainability initiatives.

Gender and Development (GAD) Implementation
In line with its commitment to promoting gender equity, the division consolidated, reviewed, finalized, and submitted the FY 2023 GAD Accomplishment Report and the FY 2024 GAD Plan and Budget on March 27, 2024, ensuring compliance with national gender-related mandates.
Monitoring and Evaluation Section:
Submission of PGOM Annual Accomplishment Report 2023
In compliance with Section 465(b)(1)(x) of the Local Government Code of 1991 (Republic Act No. 7160), the Provincial Planning and Development Office and Research, Monitoring, and Evaluation Section (PPDO-RMES) consolidated, prepared, and submitted the Annual Accomplishment Report of the Provincial Government of Occidental Mindoro for FY 2023. The report was officially submitted to the Sangguniang Panlalawigan and the Department of the Interior and Local Government (DILG) on March 15, 2024.
Submission of PGOM Annual Accomplishment Report 2023
Through Executive Order No. 31, Series of 2022, signed by Governor Eduardo B. gadiano and approved on August 22, 2022, the reorganization structure of the Provincial Oroject Monitoring Committee (PPMC) of Occidental Mindoro was formally established. This executive order clearly defined the committee’s duties and functions, strengthening its role in overseeing and evaluating provincial projects. Engr. Remigio Masangkay, the Provincial Engineer, was designed as the chairperson to lead the implementation of PPMC’s responsibilities, with the Provincial Planning and Development Office (PPDO) serving as the secretariat.
Following the approval of the Work and Financial Plan under the Institutionalization of Provincial Project Monitoring and Evaluation, the PPMC successfully carried out its functions throughout the year. Through this initiative, the committee effectively implemented its Programs, Projects, and Activities (PPAs), ensuring their alignment with the province’s development goals. As part of its commitment to transparency and accountability, the PPMC consistently held regular meetings to review the status of projects and address any challenges encountered during implementation. The committee’s monitoring and evaluation activities strictly adhered to national standards, guaranteeing that provincial projects remained on track, properly funded, and efficiently executed. For 2024, these commitments were reflected in the scheduled quarterly meetings held on March 14, June 13, September 11, and December 3.
The first visit, held from 21 to 23, 2024, covered a total of ten projects, comprising three livelihood initiatives and seven infrastructure developments. The second visit, conducted from December 16 to 18, 2024, expanded the scope to twelve projects, including five livelihood and seven infrastructure projects. These field visits ensured that all monitored initiatives were progressing as planned and aligned with their intended objectives, while also indentifying areas for improvement.
In addition to its regular monitoring functions, the PPMC actively participated in regional project monitoring activities. Despite being unable to join the Regional Project Monitoring Team (RPMT) field visitation due to the impact of Severe Tropical Storm Kristine, the committee remained engaged through other initiatives. It successfully attended all four Regional Project Monitoring Committee quarterly meetings and actively participated in capacity-building efforts. On April 15, 2024, PPMC members took part in the eRPMES user’s training conducted by the National Economic and Development Authority (NEDA) MIMAROPA, further enhancing their technical competencies. For documentation and reporting, the PPMC ensured the timely submission of all four quarterly eRPMES forms, fully complying with the required standards. This demonstrated the committee’s dedication to maintaining transparency and accountability in its monitoring processes.
